Records Management and the Role of the Chief Information Officer in the Public Sector
The role of the Chief Information Officer has been investigated extensively in the context of the private sector. Issues relating to the status and the career path of the CIO in the organisation and his/her contribution to business value have been examined by researchers mainly in the context of private organisations.
However, the records and information management process and the value that can be derived from it are also very important for the public sector. Councils, boroughs, health care trusts and so on are essentially service organisations and records and information are the cornerstones of their service delivery.
Therefore, it is interesting to examine how the records and information management process is perceived, organised and managed in the senior executive level of the public sector. Can we argue that the aspects of the CIO role are the same for the private and public sector? Do they face the same challenges? Are the career paths of records and information managers in the public sector relevant to the CIO role?
The presentation will discuss the records and information management process in the public sector and highlight a number of issues relating to the role of the CIO that have been raised from a recent study that was carried out. In particular, the presentation will highlight aspects of the CIO role that identify the areas of concern as well as the challenges somebody in that post faces. Furthermore, the presentation will discuss the status of the CIO and the relationships with the other members of the executive hierarchy. Finally, the projects that CIOs in the public sector are currently running in their organisations, the technologies they use and the way they combine different techniques to serve the records and information management process will be discussed.
