Billy McGilvray, Independent Knowledge Management Consultant

Billy McGilvray

Billy has spent the last 20 years learning about human behaviour, systems and himself - useful topics not usually taught in our education system.

Billy is an independent Knowledge Management (KM) consultant. He has recently been working with the Improvement Service, supporting their KM work in Scottish local government and with the UN.s International Labour Organisation to help establish a knowledge network for their constituents across 27 countries in Asia-Pacific.

Before that he worked for Scottish Enterprise, Scotland.s lead economic development agency for 15 years. He started in the field, delivering economic development to Scottish companies for eight years, then moved on to lead a major transformation of product and knowledge management. This was a productive, but painful, exercise that highlighted the general pre-occupation with technology and process to the exclusion of people.

This was a useful warm-up for establishing a continuous improvement approach in the organisation based on systems thinking, ie the people are okay, but the system isn't working. This was a productive, and positive, exercise that highlighted just what people can do in a learning environment with simple tools.

Long ago, before Scottish Enterprise, Billy ran a small information company in London for Cable and Wireless.

Billy, his wife and two sons, live on the southwest coast of Scotland. When not driving his sons around, he tries to keep fit and leads a Duke of Edinburgh group at the local school.
